I am looking at a truck.?

it might have the towing pkg becouse it has the frunt hook and reseaver .... but some one could have done that later. i thought the off road pkg had skid plates on the bottom of the truck. it dose ont have thouse. the truck is a 1999 F-150 XLT super cab short bed 4x4 4.6L v8 aoutomatic. i didn't know if there was a way to tell by the vin# or what?
