Can you help me understand Shakespeare?

I have not read this particular play, but I think it means that the eagle allows smaller birds like finches to sing, but it doesn't listen to their songs because it is more powerful and can stop their songs anytime it wants (either by putting them in its shadow or by eating them ;) -- I'm not sure what eagles eat). If I had to guess, I'd say that Shakespeare is using the eagle and the finch description as a metaphor for how a powerful leader does not listen to those in the cles below them, but he allows them to speak knowing he can silence them at will.
