Does a landlord have the right to search my trash?

i was recently given a citation along with a fine for "improper trash disposal" for leaving a heavy trash bag next to the dumpster when i was unable to lift it up 5 feet into the top of it. i was told that they found it to be my trash after searching through it for identifiable information. is this an invasion of my privacy? and do they have the right to do this??
